  14. <p>   [Text] Mr. President, Ladies and Gentlemen: In these
  15. historic moments, with feelings of joy that are mixed with the
  16. greatest sense of responsibility regarding the events that are
  17. affecting our entire region, I greet you and I greet this
  18. distinguished gathering. I hope that this meeting in Washington
  19. will prove to be the onset of a positive and constructive change
  20. that will serve the interests of the Palestinian and Israeli
  21. peoples.
  22. </p>
  23. <p>   We have come to this point, because we believe that
  24. peaceful coexistence and cooperation are the only means for
  25. reaching understanding and for realizing the hopes of the
  26. Palestinians and the Israelis. The agreement we will sign
  27. reflects the decision we made in the PLO to turn a new page in
  28. our relationship with Israel.
  29. </p>
  30. <p>   We know quite well that this is merely the beginning of a
  31. journey that is surrounded by numerous dangers and difficulties,
  32. and yet our mutual determination to overcome everything that
  33. stands in the way of the cause of peace, our common belief that peace is the only means to security and stability, and
  34. our mutual aspiration for a secure peace characterized by
  35. cooperation--all this will enable us to overcome all obstacles
  36. with the support of the international community.
  37. </p>
  38. <p>   And here, I would like to mention, in particular, the
  39. United States Government, which will shoulder the responsibility
  40. of continuing to play an effective and a distinct role in the
  41. next stage so that this great achievement may be completed.
  42. </p>
  43. <p>   In this regard, it is important for me to say that we are
  44. looking forward with a great deal of hope and optimism to a date
  45. that is two years from today, when negotiations over the final
  46. status of our country are set to begin. We will then settle the
  47. remaining fundamental issues, especially those of Jerusalem, the
  48. refugees, and the settlements. At that time, we will be laying
  49. the last brick in the edifice of peace, whose foundations we are
  50. establishing today.
  51. </p>
  52. <p>   The major challenge facing the Palestinian people is
  53. economic development after years of struggle, during which our
  54. national infrastructure and institutions had to put up with a
  55. heavy, exhausting burden. We are looking to the world for its
  56. support and encouragement in our struggle for the growth and
  57. development that begins today.

  59. <p>   I thank the Government of the United States of America and
  60. the Government of the Russian Federation for the part they
  61. played and for their efforts and their sponsorship of the peace
  62. process. I also appreciate the roled played by the Government of
  63. Norway in bringing about this agreement and I look forward to
  64. seeing positive results soon on the remaining Arab-Israeli
  65. tracks so we can proceed together with our Arab brothers on this
  66. comprehensive quest for peace. Thank you.
